I thank you for giving me an opportunity to make a special statement in this House today.I will start this speech with an excerpt of the first stanza in ‘Yamaka Vagga’ of Dammapada:
Manopubbangama dhamma - manosettha manomaya
Manasa che padutthena - bhasati va karoti va
Tato nam dukkamanveti - chakkamva vahato padam
It means that:
All mental phenomena have mind as their forerunner; they have mind as their chief; they are mind-made. If one speaks or acts with an evil mind, dukkha or suffering follows him just as the wheel follows the hoof print of the ox that draws the cart.
Calling to the mind that noble teaching of Lord Buddha I make this statement today under Standing Orders 84 and 19.
Hon. Speaker,
At this instance a stanza in Mahavagga, Second fifty, third part of Angutthara Nikaya comes to my mind:
It mentions that, “If a questioned person conceals one talk by another talk, turns the talk to some external side or shows anger, aversion and dissatisfaction, such person is not suitable for talk”. Even then, as this House has been misled by the talk of that person, I express these views to uncover the truth.
Hon. Speaker,
Many Members of Parliament on both sides of this House know that the ex-Member, Hon. Dayasiri Jayasekera held discussions to join this Alliance Government during the last period of a year. This ex-Member had again discussed about the proposals for joining the Government during the first half of the year 2013 when it had been anticipated to hold the North-Eastern Provincial Council Election. Since it is difficult to get ministerial portfolios by crossing over to another Party in Parliament, discussions had been held on the basis of accepting the candidacy for the post of Chief Minister in the North-Western Provincial Council with its election and resigning from Parliament lawfully for that purpose. Media also published reports on it. However, those discussions ended up in a failure.
Since Hon. Dayasiri Jayasekera had held discussions with this Alliance Government during the last period of about a year and he had again discussed on the matter of joining the Government during the first half of the year 2013 when it was anticipated to hold the North-Western Provincial Council Election, the Heads of the Jathika Sevaka Sangamaya had no pleasure in his appointment to the post of its President. Therefore, we had no occasion to give the Hon. Member the responsibilities and positions in the Party. It really is a question of confidence.
Thereafter, the Hon. Member made statements on the platform, at media conferences and to the media that he will never leave the United National Party. At that point I as well as the seniors in the Party had to take several decisions.
When Mr. Anura Bandaranaike held discussions with President D.B.Wijetunga, Mrs. Bandaranaike banned the Party membership of Mr. Anura Bandaranaike. We discussed as to whether such a step should be followed or another opportunity should be given in case of the ex-Member, Hon. Dayasiri Jayasekera. Since Hon. Dayasiri Jayasekera reassured that he will not leave the Party, a decision was taken to give him that opportunity and we also decided to make a settlement of the disciplinary action in progress on that Member. By that time that Member had disciplinary inquiries against him on criticizing the election of Office-Bearers of the Party. He had accepted at that disciplinary inquiry that certain such statements had been distorted and published with exaggerations by the media and that certain other statements he had really made. However, he came to a written full agreement to take action not to repeat them in future. Accordingly, the Disciplinary Committee having decided that proceeding with the disciplinary inquiries in question is not necessary, terminated the disciplinary procedures. In order to enclose into my statement the agreement arrived at in writing by Hon. Dayasiri Jayasekera, I table the report of the disciplinary inquiry held on 05.05.2012 in Sirikotha.
Still another complaint had been received against him on criticizing the activities of the Party.
Accordingly, at the discussion held on 11th July with the General Secretary of the United National Party, Mr. Thilak Marapana, the Chairman of the Disciplinary Board of the Party, Mr. Daya Pelpola, Legal Secretary and Mr. Ashendra Senarath, Attorney-at-Law, Hon. Dayasiri Jayasekera stated that his statements had been inaccurately published by electronic media, he has no intention whatsoever of criticizing the Party or its Leadership, however if the Party or its Leadership or the General Secretary has faced any inconvenience due to any statement made by him he apologizes for it. In order to enclose the statements made by Hon. Dayasiri Jayasekera at the discussion held on 11.07.2013, I table the decision of the Board of Disciplinary Inquiry held on 15.07.2013.
That Report, having been approved by the Disciplinary Board on 15th July, was submitted to the Working Committee of the Party. The Working Committee accepted those recommendations and terminated action. The General Secretary, on 18.07.2012, informed by registered post that the Working Committee having taken into consideration the Report of the relevant Disciplinary Committee and the explanations made by Hon. Dayasiri Jayasekera at the discussion in question, decided to conclude the disciplinary inquiries and disciplinary action on him, that he is expected to show such a conduct as not to violate the codes of discipline and Constitution of the Party and that he is expected to give his contribution for all activities of the Party. I table the relevant part of that letter dated 18.07.2012 for enclosure. Hon. Dayasiri Jayasekera had sent no reply either accepting or challenging that letter.
Thereafter, on 18th July, Hon. Dayasiri Jayasekera called on me and the General Secretary of the Party. On Tuesday, 23rd July, he participated also in the conference for selection of Provincial Council candidates of the United National Party in Kurunegala District. But, after a message received from the Government in that evening, Hon. Dayasiri Jayasekera, to the astonishment of all of us, made a special statement in Parliament on Wednesday, 24th July to the effect that he would be leaving the United National party and contesting the Election for the North-Western Provincial Council under the Alliance.
Hon. Speaker, the surprising part here is that the same person who accepts the Party and its Leadership in writing on 11th July and further assures of the same verbally on 18th July and also the same person who takes part in selection of candidates for the North-Western Province on 23rd July, criticizes the Party and its Leadership on 24th July and leaves the Party. This reflects the depth and trustworthiness of this person.
Hon. Speaker, at this moment, a stanza coming in the fourth Udaka rahada sutta at Valahaka vagga in fourth part of Angutthara Nikaya comes to my mind. There are four types of lakes in the world. At times the shallow lakes appear to be deep; at other times deep lakes appear to be shallow; at still other times the deep lakes will appear to be deep; and also at yet other times the shallow lakes appear to be shallow. The stanza explains that the people are also like that.
The very same day, Hon. Haren Fernando, at his speech leveled certain charges against Hon. Dayasiri Jayasekera. According to the Parliamentary tradition, if that statement is false, he could have made the Speaker a request in this House to hold an inquiry on those charges by making a statements that he does not accept it.
Hon. Dayasiri Jayasekera resigned from Parliament on 29th Monday. If so, he could have made such a statement by coming to the Parliament on Thursday or Friday. But he never did it. Why did he not make a statement and keep quiet in Parliament? I think it’s important to know the reason for it.
In fact, it is not to create a new tradition but since it was required, by law, to resign from the membership of Parliament to contest a Provincial Council Election that Hon. Dayasiri Jayasekera resigned from his membership of Parliament. Also Hon. Gamini Jayawicrama Perera, Hon. Percy Samaraweera, Hon. M.S.Amarasiri, Hon. W.P.P.N.Dasanayake, Hon. S.B.Navinna, Hon. Ashoka Wadigamangawa who were the Members of Parliament had resigned from the membership of Parliament in the same way. Hon. Dayasiri Jayasekera only followed that practice of law.
Some Party Members blame me for not taking action against Hon. Dayasiri Jayasekera and expelling him. It was I who paved Hon. Dayasiri Jayasekera the way for entry to the Parliament. For the first time I proposed him at the residence of Minister G.L.Peiris, to contest the Election in 2001for the District of Kurunegala from the United National Party for.
Accordingly, Mr. Dayasiri Jayasekera who presented himself for that election came as the last person in the list of Preferential Votes and even then we opened doors for him to contest again at the General Election in 2004. Even among the protests of certain Members of Parliament in Kurunegala District, we did not change our position. Anyhow, Mr. Dayasiri Jayasekera won that election and entered Parliament.
I and the seniors of the Party gave him every opportunity to proceed with his work in Parliament and Hon. Dayasiri Jayasekera was also appointed as the Deputy Chief Organizer of the Parliamentary Group. It is because of the United National Party that he was able to come forward like that. If I did not take such decisions, he would not be able to come to Parliamentary politics. At that time I saw him as a character that can go forward.
Hon. Speaker, I would like to recollect a sermon made by Lord Buddha about Ven. Sariputtha. That is, rare are the one who help, the ones who know help and the ones who are grateful.
The ex-Member Dayasiri Jaysekera failed to understand that politics is a path to tread along with endurance and adjust his practice accordingly. Sometimes some people fall into pitfalls on their way. Unfortunately, he also encountered that fate. As was sermonized by Ven. Thing Na Hang, a Vietnamese Priest, we have a very short period and so we should proceed slowly.
By presenting these facts, I entirely disclaim the statement full of falsehood made in Parliament by Hon. Dayasiri Jayasekera on 24.07.2013.

චෛතසික ධර්මයෝ සිතේ ඇති වන ගතිහු සිත පෙරටු කොට ඇත්තාහු ය. ඒ ගතිහු සිත ම ශ්රේෂ්ඨ කොට පවතින්නෝ ය: සිතින් ම උපදින්නෝ ය. ඒ නිසා යමෙක් නරක – කිලිටි - සිතින් යමක් කියත් නම්, කරත් නම්, ගැල අදිනා ගොනාගේ පය අනුව රථ රෝදය යන්නාක් මෙන් ඔහු පසු පස්සේ දුක ලූහුබඳි.
බුදුන් වහන්සේ දෙසා වදාළ ශ්රේෂ්ඨ ධර්මය සිහිපත් කරමින් මම ස්ථාවර නියෝග 84 සහ 19 යටතේ අද මේ ප්රකාශය කරනවා.
ගරු කතානායක තුමනි,
මට මේ මොහොතේ සිහිපත් වනවා අංගුත්තර නිකායේ තික නිපාතයේ ධූතිය පන්නාසකයේ මහා වග්ගයේ හත් වැනි සූත්රයේ එන ගාථාවක්.
ප්රශ්න කරනු ලැබූ පුද්ගලයෙක් වෙනත් කතාවකින් අනික් කතාව වසයි ද, කතාව බාහිර පැත්තකට යොමු කරයි ද, කෝපයත් ද්වේෂයත් නොසතුටත් පළ කරයි ද, ඒ පුද්ගලයා කතාවට යෝග්ය නොවේෙ යනුවෙන් එහි සඳහන් වනවා. එසේ වුවත් එම පුද්ගලයාගේ ප්රකාශයක් මගින් මේ සභාව නොමඟ යවනු ලැබ තිබෙන නිසා සත්ය හෙළි දරව් කිරීමටයි මේ කරුණු මා ඉදිරිපත් කරන්නේ.
ගරු කතානායකතුමනි,
දයාසිරි ජයසේකර හිටපු මන්ත්රීතුමා පසුගිය වසරක කාලය තුළ දී සන්ධාන ආණ්ඩුවට එකතු වීම සඳහා සාකච්ඡා පැවැත්වූ බව මේ සභාවේ දෙපාර්ශ්වයේම මන්ත්රීවරු බොහෝ පිරිසක් දන්නවා. වයඹපළාත් සභා මැතිවරණය පැවැත්වීමට බලාපොරොත්තුවෙන් සිටිය දී 2013 වසරේ මුල් භාගයේ දී යළිත් මෙම හිටපු මන්ත්රීතුමා ආණ්ඩුවට එකතු වන යෝජනාව සම්බන්ධයෙන් සාකච්ඡා කර තිබුණා. පාර්ලිමේන්තුව තුළ පක්ෂ මාරු කොට අමාත්ය ධූර ලබා ගැනීම අපහසු නිසා වයඹපළාත් සභා මැතිවරණය පැවැත්වීමත් සමග එහි මහ ඇමැති ධූර අපේක්ෂකත්වය බාර ගැනීමටත්, ඒ සඳහා නීත්යානුකඣලව පාර්ලිමේන්තුවෙන් ඉවත් වීමත් පදනම් කර ගනිමින් සාකච්ඡා පවත්වා තිබුණා. ඒ පිළිබඳව මාධ්යවල ද වාර්තා පළ වුණා. නමුත් එම සාකච්ඡා අසාර්ථක වූණා.
දයාසිරි ජයසේකර හිටපු මන්ත්රීතුමා පසුගිය වසරක කාලය තුළ දී සන්ධාන ආණ්ඩුවට එකතු වීම සඳහා සාකච්ඡා පැවැත්වීමත්, වයඹපළාත් සභා මැතිවරණය පැවැත්වීමට බලාපොරොත්තුවෙන් සිටිය දී 2013 වසරේ මුල් භාගයේ දී එතුමා නැවත ආණ්ඩුවට එකතුවීම සම්බන්ධයෙන් සාකච්ඡා කිරීමත් නිසා ජාතික සේවක සංගමයේ සභාපති ධූරයට එතුමා පත් කිරීම ගැන එහි ප්රධානීන්ගේ කැමැත්තක් තිබුණේ නැහැ. ඒ අනුව පක්ෂය ඇතුළේ වගකීම් සහ තනතුරු මන්ත්රීතුමාට දෙන්න අපිට තත්ත්වයක් තිබුණේ නැහැ. ඇත්ත වශයෙන්ම එය විශ්වාසය පිළිබඳ ප්රශ්නයක්.
ඉන් පසුව තමා කිසිවිටකත් එක්සත් ජාතික පක්ෂය අතනොහරින බවට වේදිකාවේදීත්, මාධ්ය හමුවලදීත්, මාධ්යයටත් එම මන්ත්රීතුමා ප්රකාශ කළා. ඒ අවස්ථාවේදී මටත්, අපේ පක්ෂයේ ජ්යෙෂ්ඨයින්ටත් තීරණ කිහිපයක් ගැනීමට සිදු වුණා.
අනුර බණ්ඩාරනායක මහතා, ඩී.බී. විජේතුංග ජනාධිපතිවරයා සමග සාකච්ඡා පැවැත්වූ අවස්ථාවේ දී බණ්ඩාරනායක මැතිණිය අනුර බණ්ඩාරනායක මහතාගේ පක්ෂ සාමාජිකත්වය තහනම් කළා. දයාසිරි ජයසේකර හිටපු මන්ත්රීතුමා සම්බන්ධයෙන් එවැනි පියවරක් අනුගමනය කරන්නේ ද, නැතිනම් තවත් අවස්ථාවක් ලබා දෙන්නේ ද යන්න පිළිබඳව අප සාකච්ඡා කළා. පක්ෂය අතනොහරින බවට දයාසිරි ජයසේකර මන්ත්රීතුමා නැවත ප්රකාශ කළ නිසා ඒ අවස්ථාව ලබාදීමට මා තීරණය කළ අතර ඒ සඳහා එම මන්ත්රීවරයා සම්බන්ධයෙන් පැවැති විනය ක්රියාමාර්ග සමථයකට පත් කිරීමට ද අප තීරණය කළා. ඒ වන විට පක්ෂයේ නිලවරණය විවේචනය කිරීම සම්බන්ධයෙන් එම මන්ත්රීවරයාට විනය පරීක්ෂණ තිබුණා. එම විනය පරීක්ෂණයේ දී ඔහු විසින් කරන ලද ප්රකාශවලින් සමහර කරුණු අතිශයෝක්තියක් ලෙස විකෘති කර මාධ්ය මගින් ඉදිරිපත් කර ඇති බවත්, සමහර ප්රකාශයන් තමා විසින්ම කළ බවත් පිළිගෙන තිබුණා. නමුත් එවැනි තත්ත්වයක් අනාගතයේ දී ඇති නොවන පරිදි කටයුතු කිරීමට ඔහු සම්පූර්ණ එකඟත්වය ලිඛිතව පළ කළා. ඒඅනුව විනය පරීක්ෂණ පවත්වා ගෙන යාම අනවශ්ය බවට තීරණය කොට පරීක්ෂණ කටයුතු විනය කමිටුව අවසාන කළා. දයාසිරි ජයසේකර මන්ත්රීතුමා ලිඛිතව ප්රකාශ කර ඇති එකඟත්වය මගේ ප්රකාශයට ඇතුලූ කිරීම සඳහා 2012. 05. 05 වැනි දින සිරිකොත දී පැවැති විනය පරීක්ෂණ වාර්තාව සභාගත කරනවා.
එහෙත් යළිත් පක්ෂයේ කටයුතු ගැන විවේචනය කිරීම සම්බන්ධයෙන් එතුමාට විරුද්ධව තව පැමිණිල්ලක් ලැබී තිබුණා.
ඒ අනුව ජුලි 11 වැනි දින දයාසිරි ජයසේකර මන්ත්රීතුමා සමග එක්සත් ජාතික පක්ෂ මහලේකම්වරයා, පක්ෂ විනය මණ්ඩලයේ සභාපති තිලක් මාරපන මහතා, නීති ලේකම් දයා පැල්පොල මහතා සහ නීතිඥ අෂේන්ද්ර සෙනෙරත් මහතා පැවැත්වූ සාකච්ඡාවේදී දයාසිරි ජයසේකර මන්ත්රීතුමා පුවත්පත් හා විද්යූත් මාධ්යයන් තමාගේ ප්රකාශයන් වැරදි ලෙස ප්රචාරය කර ඇති බවත්, පක්ෂය හෝ පක්ෂ නායකත්වය විවේචනය කිරීමේ කිසිඳු අදහසක් තමා තුළ නොමැති බවත්, කෙසේ වෙතත් තමා විසින් සිදු කරන ලද කිසියම් හෝ ප්රකාශයකින් පක්ෂය හෝ පක්ෂ නායකත්වය හෝ පක්ෂයේ මහලේකම්වරයා හෝ යම් අපහසුතාවයකට පත් වූයේ නම් ඒ පිළිබඳව සිය කනගාටුව ප්රකාශ කරන බවත් කියා සිටියා. 2013.07.11 වැනි දින සාකච්ඡාවේ දී දයාසිරි ජයසේකර මන්ත්රීතුමා ප්රකාශ කළ කරුණු ඇතුළත් කිරීම සඳහා 2013.07.15 වැනි දින පැවැති විනය කමිටු රැස්වීමේ තීරණය සභාගත කරනවා.
ඒ වාර්තාව විනය මණ්ඩලයෙන් ජුලි 15 වැනිදා අනුමත කර පක්ෂයේ කෘත්යාධිකාරී මණ්ඩලයට ඉදිරිපත් කළා. කෘත්යාධිකාරී මණ්ඩලය ඒ නිර්දේශ පිළි අරගෙන කටයුතු එතැනින් අවසන් කළා. කෘත්යාධිකාරී මණ්ඩලය මගOඡ්න් අදාළ විනය කමිටුවේ වාර්තාව සහ දයාසිරි ජයසේකර මන්ත්රීතුමා විසින් අදාළ සාකච්ඡාවේ දී ඉදිරිපත් කරන ලද කරුණු සලකා බලා අනතුරුව එතුමා සම්බන්ධයෙන් පැවැති විනය පරීක්ෂණ සහ විනය පියවර අවසන් කිරීමට තීරණය කළ බවත්, ඉදිරියේ දී පක්ෂ ව්යවස්ථාව සහ විනය රීති මාලාවන් උල්ලංඝණය නොවන ආකාරයෙන් කටයුතු කරනු ඇති බවත්, පක්ෂයේ සියලූ කටයුතුවලට සිය දායකත්වය ලබාදෙනු ඇති බවත් බලාපොරොත්තු වන බව දන්වා 2012.07.18 වැනි දින ලියාපදිංචි තැපෑලෙන් පක්ෂ ලේකම්තුමා විසින් දන්වා යැව්වා. 2012.07.18 දාතම සහිත එම ලිපියේ අදාළ කොටස ඇතුලත් කිරීම සඳහා සභාගත කරනවා. එම ලිපිය පිළිගනිමින් හෝ අභියෝග කරමින් හෝ දයාසිරි ජයසේකර මන්ත්රීතුමා පිළිතුරු එවා තිබුණේ නැහැ.
ඊට පසුව ජුලි 18 වන දින දයාසිරි ජයසේකර මන්ත්රීතුමා මාවත්, පක්ෂයේ මහලේකම්තුමාවත් මුණගැසුණා. ජුලි 23 වැනි අඟහරුවාදා කුරුණෑගල දිස්ත්රික්කයේ එක්සත් ජාතික පක්ෂ පළාත් සභා අපේක්ෂකයන් තේරීමේ සාකච්ඡාවටත් එතුමා සහභාගී වුණා. එහෙත් එදා හැන්දෑවේ ආණ්ඩුවේ පැත්තෙන් ලැබුණු පණිවුඩයක් අනුව යමින් දයාසිරි ජයසේකර මන්ත්රීතුමා සියලූ දෙනා විමතියට පත් කරමින් ඊළඟ දවසේ එනම් ජුලි 24 වැනි බදාදා තමා එක්සත් ජාතික පක්ෂයෙන් ඉවත් වෙන බවත්, වයඹපළාත් සභාවට සන්ධානයෙන් තරග කරන බවත් කියමින් පාර්ලිමේන්තුවේදී විශේෂ ප්රකාශයක් කළා.
ගරු කතානායකතුමනි, මෙහි පවත්නා පුදුම සහගත දේ නම් ජූලි 11 වැනි දා පක්ෂයත්, එහි නායකත්වයත් ලිඛිතව පිළිගන්නා පුද්ගලයා ජුලි 18 වැනි දා වාචිකව ඒ පිළිබඳව තවදුරටත් තහවුරු කරන පුද්ගලයා ජුලි 23 වැනි දා පක්ෂයේ වයඹපළාත් සභා අපේක්ෂකයින් තේරීමට සම්බන්ධ වන පුද්ගලයා ජුලි 24 වැනි දා පක්ෂයත් නායකත්වයත් විවේචනය කරමින් එයින් ඉවත්වීමයි. මේ පුද්ගලයාගේ ගැඹුර සහ විශ්වාසවන්තභාවය මෙයින් පිළිබිබු වෙනවා.
ගරු කතානායකතුමනි, අංගුත්තර නිකායේ චතුක්ක නිපාතයේ වළාහක වග්ගයේ හතර වන උදක රහද සූත්රයේ එන ගාථාවක් මේ අවස්ථාවේදී සිහිපත් වෙනවා. ලෝකයේ විල් හතර වර්ගයක් තිබෙනවා. සමහර විට නොගැඹුරු විල් ගැඹුරු වගේ පේනවා. සමහර විට ගැඹුරු විල් නොගැඹුරු වගේ පේනවා. තව සමහර විට ගැඹුරු විල් ගැඹුරු වගේම පේනවා. තවත් සමහර විට නොගැඹුරු විල් නොගැඹුරු විදිහටම පේනවා. පුද්ගලයින් ද එසේ බව එහි කියවෙනවා.
එදාම පාර්ලිමේන්තුවේදී හරීන් ප්රනාන්දු මන්ත්රීතුමා කතා කරමින් දයාසිරි ජයසේකර මන්ත්රීතුමාට විරුද්ධව චෝදනා කිහිපයක් ඉදිරිපත් කළා. පාර්ලිමේන්තු සම්ප්රදාය අනුව ඒ ප්රකාශය අසත්ය නම් මෙම සභා ගර්භය තුළ දී තමන් එය පිළිනොගන්නා බවට ප්රකාශයක් කර ඒ චෝදනා සම්බන්ධයෙන් විභාගයක් කරන්නැයි කතානායකතුමාගෙන් ඉල්ලා සිටීමට තිබුණා.
දයාසිරි ජයසේකර මන්ත්රීතුමා පාර්ලිමේන්තුවෙන් අස් වුණේ 29 වැනි සඳුදා. එහෙනම් බ්රහස්පතින්දා හෝ සිකුරාදා පාර්ලිමේන්තුවට පැමිණිලා මෙහෙම ප්රකාශයක් කරන්න තිබුණා. එහෙම ප්රකාශයක් සිදු කළේ නැහැ. පාර්ලිමේන්තුවේදී ප්රකාශයක් නොකර නිශ්ශබ්දව සිටියේ ඇයි? මේ ගැන දැනගැනීම වැදගත් කියා මා කල්පනා කරනවා.
ඇත්ත වශයෙන්ම දයාසිරි ජයසේකර මන්ත්රීතුමා ඉල්ලා අස්වූයේ නව සම්ප්රදායක් ඇති කිරීමට නොව පළාත් සභා මැතිවරණයකට තරග කිරීමට නම් නීත්යානුකඣලව පාර්ලිමේන්තු මන්ත්රී ධූරයෙන් ඉල්ලා අස්විය යුතු නිසයි. ගාමිණී ජයවික්රම පෙරේරා, පර්සි සමරවීර, එම්.එස්. අමරසිරි, ඩබ්ලිව්.පී.පී.එන්. දසනායක, එස්. බී. නාවින්න, අශෝක වඩිගමංගාව යන මහත්වරුන් ද පළාත් සභා මැතිවරණ සඳහා තරග කිරීමට මේ ආකාරයට පාර්ලිමේන්තුවෙන් ඉල්ලා අස්වී තිබෙනවා. දයාසිරි ජයසේකර මන්ත්රීතුමා සිදු කළේ එම නීතිය පිළිපැදීමයි.
දයාසිරි ජයසේකර මන්ත්රීතුමාට එරෙහිව ක්රියා කොට පක්ෂයෙන් ඉවත් නොකිරීම සම්බන්ධයෙන් සමහර පාක්ෂිකයන් මට දොස් පවරනවා. දයාසිරි ජයසේකර මන්ත්රීතුමාට පාර්ලිමේන්තුවට පැමිණීම සඳහා මඟ සලසා දුන්නේ මමයි. 2001 වසරේ මැතිවරණය සදහා එක්සත් ජාතික පක්ෂයෙන් කුරුණෑගල දිස්ත්රික්කයට තරග කරන්නැයි මම පළමු වතාවට ඒ මහතාට ජී.එල්. පීරිස් අමාත්යවරයාගේ නිවසේ දී යෝජනා කළා.
ඒ අනුව එම මැතිවරණයට ඉදිරිපත් වූ දයාසිරි ජයසේකර මහතා අඩුම මනාප ලබා ගනිමින් අන්තිමයා බවට පත් වුවත් 2004 වසරේ මහ මැතිවරණයේ දී යළි තරග කිරීමට අප ඔහුට මඟ පාදා දුන්නා. කුරුණෑගල දිස්ත්රික්කයේ සමහර මන්ත්රීවරුන් ඊට එරෙහි වුව ද අප ඒ ස්ථාවරයේසිටියා. කෙසේ නමුත් දයාසිරි ජයසේකර මහතා එම මැතිවරණය ජයග්රහණය කොට පාර්ලිමේන්තුවට පැමිණියා.
පාර්ලිමේන්තුව තුළ තමන්ගේ වැඩ කටයුතු ඉදිරියට ගෙන යාම සඳහා පක්ෂයේ ජ්යෙෂ්ඨයිනුත්, මමත් සෑම අවස්ථාවක්ම ලබා දුන් අතර පාර්ලිමේන්තු කණ්ඩායමේ නියෝජ්ය ප්රධාන සංවිධායකවරයා ලෙස ද දයාසිරි ජයසේකර මන්ත්රීතුමාව පත් කළා. ඒ ඔස්සේ ඔහුට ඉදිරියට පැමිණීමට හැකි වුණේ එක්සත් ජාතික පක්ෂය නිසයි. මා එසේ තීරණ නොගත්තා නම් ඔහුට තවම පාර්ලිමේන්තු දේශපාලනයට පිවිසීමට හැකියාව ලැබෙන්නේ නැහැ. ඔහු ඉදිරියට යා හැකි චරිතයක් ලෙස එදා මා දුටුවා.
ගරු කතානායකතුමනි, බුදුරජාණන් වහන්සේ සැරියුත් මහ තෙරුන් වහන්සේ අරභයා දෙසා වදාළ කරුණක් මේ අවස්ථාවේ මා සිහිපත් කිරීමට කැමතියි. එනම් උපකාර කරන්නා ද, උපකාර දන්නා ද, කෘතවේදියා ද ලොව දුර්ලභ බවයි.
දේශපාලනය වූ කලී ඉවසීමෙන් යා යුතු ගමනක් බව තේරුම් ගෙන ඒ අනුව ක්රියා කිරීමට දයාසිරි ජයසේකර හිටපු මන්ත්රීතුමාට නොහැකි වුණා. එවැනි දේ දේශපාලනයේ දී සමහරුන්ට සිදු වෙනවා. අවාසනාවට එතුමාට සිදු වූයේත් එයයි. වියට්නාම් ජාතිකභික්ෂුන් වහන්සේ නමක් වන තිං නා හං ස්ථවිරයන් දෙසූ පරිදි අපට ඇත්තේ ටික කාලයයි. එබැවින් හෙමින් යා යුතුයි.
මේ කරුණු ඉදිරිපත් කරමින් 2013.07.24 වන දින දයාසිරි ජයසේකර මන්ත්රීතුමා පාර්ලිමේන්තුවේ දී කළ අසත්යයෙන් පිරිපුන් ප්රකාශය මම සම්පූර්ණයෙන් ප්රතික්ෂේප කරනවා.
